I have seen a program on the U.S.S. Pueblo in which they showed the ship on display as propaganda in North Korea. Does the North Korean government still utilize this incident to try to put the U.S. at a disadvantage during diplomatic discourse?

Yes, the norks will try to use anything as leverage... they are the castro kind of communist--meaning the "dictatorship of the proletariat" is still interested in maintaining absolute control and eliminating all internal opposition while trying to get outsiders to focus on the flaws of their opponents, not any inconsistencies in their own positions...
Kim Jong Il's government has the power to end the Korean War today with a treaty. But he and many others on both sides want revenge for real and imagined slights and a unified Korea.
Of course, there's still some disagreement about whether South or North will "win" and who will rule the unified Korea...
