Japanese NK Human Rights Bill

The Japanese are pushing for a North Korean human rights bill to be instituted, perhaps similar to the US North Korean Human Rights Act. This would place more international pressure on North Korea in relation to human rights issues. Doesn't seem like a bad idea at all.
