More Sabre Rattling?

Wide awake at this wee hour in the morning and saw this article just pop on the screen while browsing reuters.com. Supposedly satellite imagery has revelead that the DPRK is resuming contruction on two reactors in Yongbyon andThaechon. This is an interesting move given all the talk about a possible North Korean return to the Six-Party Discussion table.
