Support for North Korean Refugees

While reading the wiki article about Japanese abductees, I came across the North Korean Human Rights Act. The act was signed by Pres. Bush in 2004. For some reason, I dont remember hearing about this in the news. Maybe its wasnt that big of a deal? Anyway, here is the wiki article and here is exactly what the act does.
