Comment on North Korea and Japan talking about abductees

I still cant believe that the North Koreans abducted Japanese citizens, and North Korea has largely gone unpunished for its actions. Here is a wikipedia article about the abductions and what has happened since. I really find the fact that the North Koreans said that they would release 5 abductees if they promised to come back interesting. Does that make sense to anyone?
